Purchasing should retain A’s full offer rather than shorten its own comparison to the fields B supplied. Compare complete offers against the request. Keep the customer’s request and each supplier’s reply as separate records; a combined summary must not expand what either supplier has actually promised.
If B offers welded pipe, customer approval remains necessary.
The factory can take that complete alternative back to the customer without accepting it. A supplier’s available product is not permission for purchasing to rewrite the requirement. This distinction keeps a genuine alternative open without presenting it as the item already ordered.
